With High Sp.Atk (not a surprise) and High Speed (which is odd it a Starfish there not that fast) it a good pokemon. Even if you evolve it to soon you can use some powerful Special Attack TM on it (even easier to do in today Pokemon games) Still don't get why misty never used her's, always choosing that Staryu. BTW this real pain to draw this may had to do with a lack of a face
